<S9> <REFERS TO POWERPOINT SLIDES THROUGHOUT THE PRESENTATION> okay now we are coming to elections in 2000 in co- in october these elections were victorious also for the CCM party and the main opposition party the civic united front did not recognise the result and it reported on gross human violations and repressive measures against the opposition by zanzibar police during the pre-election campaign er tanzanian government hadn't taken any measures to control these elections but however no (xx) countries imposed any sanctions on tanzanian government for this and EU didn't play any significant role during these elections only the united kingdom er tried to through a commonwealth secretary influence these elections , er as according to this failed and not free elections there were killings during the january 2001 when the supporters of the CUF party er had demonstrations which was a very bloody one because the government said that the police can shoot to the crowd so there were at least two 22 people killed and others were arrested and ill-treated and tortured as a result many refugees escaped to kenya , here we can see some pictures from the from the january 2001 , one more this guy is mhm well bad-treated because he went to vote to the wrong place and CUF supporters er treated him like this because of that as a result of this violence in 2001 a second agreement was reached to try and pacify the islands this is the muafaka a- agreement the second er this agreement its goal is to restore peace in zanzibar and also transparency and accountability of the electoral process for this purpose was established a zanzibar electoral commission which is responsible res- for the fair and free er ele- elections in zanzibar er the negative side of this commission is that there is no guarantee that it is independent and autonomous from the government there were very sensitive issues about the permanent voter registration because this zanzibar electoral commission were preparing the contract to conduct an audit but this contract was er cancelled by the government however the only the few days before the elections the government er prepared this vote voter registration but did did not allow for final inspection for the public or political parties and thus this voter registration lost its transparency in a in the eyes of citizens it was not reliable at all , now we are coming to elections in 2005 when the CCM won again and of course the opposition CUF party were did did not recognise the result and the opposition candidate seif shariff hamad i hope i pronounce it correct said that the zanzibar electoral commission has failed to impose electoral rules and the government was using the security forces to intimidate the voters the problem during these elections was that the there were missing forms in er election ballot some people could not vote at all and some could vote 20 times so the result was not very fair and this pre-election there were also pre-election violence some youth were killed and also CCM militia , here we can see , (xx) result of the all candidates for the president the winner got 53 per cent of the votes , now we are coming to current political issues in zanzibar the problem is is that there is no stable political climate in zanzibar and there is human rights violations there is no freedom of association of expression there are no activities of opposition parties er allowed and NGOs and privately owned media are restricted there is still there's still a law against gay and lesbian people there are killing of women accused of witchcraft and there's still death penalty and prisoners on death-row were abused and intimidated by guards and they are very bad-treated there is also no lasting attempt for reconciliation between the CCM and CUF and there is still a danger of the issue becoming religious with most muslims supporting the CUF and many christians which are supporting the CCM , now we are talking about EU-aid european union froze aid programmes to zanzibar after 1996 but however these sanctions were not really meant to be observed very strictly er because zanzibar still could take the money from the aid which went to the tanzania and also most donors countries resumed aid programmes after the muafaka the first in 1999 even if this this agreement was not implemented and the election in 2000 failed and were not free . yeah and and now we were already talking about the the zanzibar actually didn't suffer because of this freezing of the aid and the president salmin amour survived the aid-freeze and also there was no country imposed aid sanctions to the tanzania because of its inactivity in in this issue so there was no freezing of aid to tanzania because of this total aid to tanzania from the european union is er 393 million euros and to then to to zanzibar it was er almost two million euros in 2003 to build the port in zanzibar , and this is my conclusion er <READING ALOUD> the european union should control the issue the use of aid it provides to zanzibar and make sure that its money is used for human rights support and democracy establishment the aid withdrawal has not influenced zanzibar since it could still use the money which has been given by donors to tanzania and thus the EU should still provide aid to zanzibar but under the condition that it really leads to improvement of democracy and human rights issues </READING ALOUD> and we have also questions for you we would like to know also your opinion and it's <READING ALOUD> how much has za- zanzibar escaped from aid sanctions for lack of freedoms through its union with tanzania </READING ALOUD> and also the question if aid should be conditional on good governance in the receiving states and the last one is <READING ALOUD> is tanzania and EU complicit with the current situation and election results as the opposition party CUF might demand dis- dissolution of the union with the
