<S1> <START MISSING> in any case two very important (xx) must be overcome before the rural environment can join the new economic situation without any discrimination cultural and political obstacles the political problem is linked to the cultural one at the p- in the this prejudicial vision involves a withdrawal from economic development in the territory afore the element is the fact that the political benefit of rural votes is much lower than er those from concentrated urban populations it's obvious that no politician is going to admit that investment is not made in technological infrastructure in rural areas because the political benefit is minimal however (xx) remains . in this context this project connectem aims to help create a vision that the potential for growth the initiatives in rural area is there they only need (xx) conditions to grow elements need to be put in place to er stop prejudice and bad policies from preventing a major part of the region and society from taking part in social and economic development <P:05> there's in the sixth year of the connectem project a platform for the training and creation of local communication initiatives (xx) the internet has been created together with the state of the art communication platform through the connectem cultural portal this er , this cultural portal also (xx) the social information service a way to solve the potential and usefulness of local communication <P:06> in er in an attempt to clarify what the project consist of and how it works we put forward a following operating outline project evolution area fabrication training programme use and animation of system facilities cultural portal cultural site encouragement of projen- of of project creation , in this first phase of connectem an e-mail li- list was created to coordinate the structures in centres and to support them through any difficulties that might arise the lesson from this first phase were crucial to the improvement and (xx) its second edition now we understand that the fen- benefits from this medium could only be obtained through (xx) with a view to providing valid practices which (xx) stimulate new initiatives in the local environment in the current phase of the project now between its second and fifth years we have our own internet use training and (xx) team through the creation of this group selected after the an initial training phase we aim to apply the same methodology everywhere focus on training that runs from basic to advanced later it will provide the support for the generation of communication projects <P:06> the territory where the project is being carried out is shown on the following map er there are many er small er village er with less than 500 inhabitants o- o- of the of the concentration er population are in the er narrow area to the coast and the main er area in the province is er with a very few pop- population and very spread . of the er village with circles er reds and er that square reds and and greens have different er pha- er phases of the project . the project has expressed and developed an interest in forming a network of (xx) or (xx) collaborators who through tools provided by the project support and in-line communicative network chiefly based on the development of cultural and social interest projects the training aspect of the project focus on the two er above mentioned areas skills in using the computer and the various internet tools and the skills required for more effective communication and those related to good network information management in addition the aspect of guidance for project users of the development of communicative projects is crucial <P:06> one of the most important training uses within connectem is to try and make use of the free resources provided by the network the idea is to develop a network of social interest using resources developed developed by other groups working together elsewhere open code software and freeware provide an excellent opportunity to develop projects without the high cost that commercial software involves the connectem cultural portal is a good example how this potential can be used (xx) it it is developed with models originally designed for PHP er software <P:12> the creation of the connectem cultural site was another necessary referent in the consolidation of the project in the same way that physical referents were found to be necessary a virtual place is also essential in order to (xx) as a descriptor advisor and referent of commic- of communicative life <P:06> er regarding the interest in promoting communication projects what we understand to be potential most interesting for the island communities is not </S1>

<S1> er regarding the interest in promoting communication projects what we understand to be potential most interesting for the island communities is not to be information receivers but rather producers and communicators the logic behind the focus of these projects is to achieve local network communication inia- initiatives which may at the same time be used to establish outward looking networks we consider that the best communication network for local communities outwards can be achieved by first establishing a good internal communication <P:05> the aim of the project trainers is to contact those who might be potential interest in developing network communicative projects association local institutions companies and cooperatives in order to guide them in the possibilities that internet offer for the improvement of communication and information management we suppose that this last phase will be the slowest and most complex (science) changing ways of communication go beyond questions of technology they also involve a cultural change and a change in the way the world and life in general are understood , thank you </S1>
