<S15> yeah let me first start by the introduction i actually my name is <NAME S15> i'm from ghana i'm a bachelor student of er tampere university first year yeah my topic is erm . good governance in (development) countries with most emphasis on africa , the reason why i (put) most emphasis on africa is that mostly one who could talk about er good governance (many don't) put time toward africa er there's a point that i will make later commencing to that of a good governor which even the european union is facing that is er is democracy deficits it's all too part of this in when you're talking about good governance yeah let me first start by making the introduction brief , among others (xx) cannot (xx) in a (xx) the behaviour is always (xx) toward the service interest while talking about this way that means that when power is given to man he behave the way he (likes) and if they (xx) they're going to get afraid of (xx) right and this has got a tendency of bringing chaos and er what do you call it the tendency of bringing chaos an anarchy into the society it is again this (problem) that we as international student have to come together to find solution to good governance in development countries not necessarily africa but world as a whole yeah as a result of this let's now (xx) the kind of key issue discussing (development country) debates around the world with regard to good government for the few years now in development country for example africa where there has been historical record of bad governance improving the government and (xx) be giving a central place to new development partnership for african development called NEPAD a new initiative that represent the latest attempt by african leader to place the african continent on the path of sustainable development (xx) good governance and prosperity (xx) of peace security and stability and this is prerequisite of african country to move forward to achieve a sustainable development the (xx) among these country is to prosper a (xx) to good political economical and social governance and government cooperation now let's first look at the ways (xx) talk about a good governance the government can be bad or be good so i tried to find out what we talk about governance <P:07> what we have to (xx) here is that there are two distinct in defining a government in the broader sense a government can be bad or bad er (this be) good depend upon how (xx) (is set to the position of free) . governance in (xx) set-up that what i'm talking about in business set-up means the process and the structure that an organisations use to direct and manages the general operations and er programme activities , and to improve the structure that is the fashion that is the (responsibilities) and the process and that is a general practice and the organisation that traditionally that work of work organisation used as (xx) of the organisation mission a good governance meaning achieving the desired result and achieving that in the right way this means that there should be a consistent (xx) er normality of wellness of democracy and social justice , the system and the structure of defining policy or providing (xx) or managing and completing the proceeded and (xx) that ensure that the quality of all school basically are (xx) and use (xx) , it is non-profit sector this refer to the (xx) of what (xx) with respect to establishing and monitoring the long-term direction of (xx) organisation , however government in my sense of judgement does not refer to but when it's got power in the (xx) sense when i'm talking about (xx) sense it is it means that it's not an act of administration as the people level of power but the act of coordinating the administration between different (xx) level , now let's look at a few (card) a list of what are good government before we can say that there's a good governor let's look on few (card) i was (xx) i'm trying to look here all my (xx) here i've got some things that won't talk about good government it needs a good government in the first place must be what a government which will it for people to participate in decision making for instance when you look at european union for example european union the reason why the european union have got (democratic) (xx) that power has been (xx) on the commissional level other than the parliament which means that and a citizen doesn't have a saying in what in european parliament another way that we talk about (karthago) good governance is that one must talk about the responsive effectiveness and efficiency of performance a governor had to do (xx) in which responsibilities effect an efficient <DISC CHANGE> governors had to do a accountability and (xx) transparency a good governor has to do with transparency and accountability (xx) why a bad government is associated with (mal- wha- er mal-) administration practices what i'm talking about is this involve a lot of bad what (corruptions) a good government (xx) as this (xx) transparent and accountable to citizens in the area of political (xx) and administration and economics . now before we also talk about (xx) a bad governance (xx) don't talk about what the good governor so we are going to look on the root causes of what a bad government and fundamentalism to control the bad government the first thing that i will talk about is the low level of (xx) funded by the IMF that is the international monetary fund and the world bank the world bank and IMF is a body that are responsible in bringing development (xx) into at least appreciable level of development and sometimes seen as a contributor to the fact that to the (xx) or bad governments (xx) in development countries (xx) that this one is not true but let me tell you the bases the bases are that the er er the world bank give the development countries (xx) they attach below the (xx) what development countries and this has not allowed the people to er listen to show their top priority toward the problem it's not allowing the people to use their money by themselves they rather would take to the what the development countries in the manner in which they should use their money and this (has) is growing development in what africa another area of bad governance in africa is poverty recently studied over the world (xx) disparity between the rich and the poor even in the (wealthy) nations is rather (shocking) fewer people are becoming (xx) or successful and (know the price) this person is large corporations are also becoming even poor there are many issue involved when looking at the global poverty and equality gap between the rich and the poor and this i would (xx) into what a bad governance in what west africa or africa i- as in general corruption is another area that i also like to talk about when you talking about go- well bad governance in what africa , good governance in t- certainly in third world country is about ability of government to to develop efficient effective and open model model of public enterprise in order to foster sustainable development the united nation and the UN and the world bank and er the international monetary fund and other interna- er inter- er international organisations and bodies officially describe good government regrettably there is opposition to this universal monster known as the corruption in development country for is very sad to to see in the public office people indulging in kind of practice that is not (equal of) what a good governance people engaging in embezzlement of public fund do the sort of (xx) toward to bring er this in good government (xx) , another area is illegal (xx) of er (xx) of revenue people will say that er there's no er recent development in africa it's not a fact that african people don't have their resources or not is because of what lack of what good governance in africa many people tend to use the public funds in the way they like it , and people don't even contribute in paying the fo- taking finland for example here most of their developments are concepts witch match on their taxes as a student if you're working here they tax you estab- particular percentage but in africa there's no tax like that , and this is a key a key blueprint in what a bad governance in what africa . now the research that was conducted by united nation economy economy commission for africa surely (xx) it is quite clear that achieving good governance is one of the african greater challenge in recent years a good governance gained much (xx) in africa and the need for democracy (convention) is now (well fortified) and that's (due) by majority of what continent leaders however there exists there's a gap between the (xx) improved government and the capacity to measure and the policy that (xx) toward improvement the total that is of done research was to (find out) the way to modify the progress of development countries towards good governance to accomplish that first they (xx) define a good government in comprehensive manner so as to improve both the state and mostly er the who (xx) the political and economic arena they tried to categorise on the indicator that will measure good governance and they devised a research method methodology and the instrument to provide them with the data of (virulence) indicated that was set as a mechanism for analysing what if all the progress was being achieved over time in respect to good governance , the result from the project would also be used as input number of other governments (xx) in ghana , in this methodology attention was drawn to better transparency credibility and accountability in public (offices) (xx) decision by the government and the public bodies , and a public organisation to hold public office to account for their behaviour actions and decision (xx) system being in place that one in the view of this the factor to indicate there had been further dis- (xx) and grouped into five (xx) one to be used in public political presentative then two institutional check and balances what the government and institutional check and balances that is where each of the government will save (xx) to the other government in the government that we talk about importance of government that would have the (xx) would have the judicially they would have the parliamentarily each of them will set as a check and balances to check whatever other is doing wrong or right to assist in taking such a project there will be (need need) a number of local institution with (xx) capacity and (xx) for research and for certain (agreement) for each country the local (xx) required for (xx) instrument and prove this as a country report the country report will be prepared by the local institution (task) to do as the base of (xx) instrument the country report will then be feed into preparation for subregion report both country report and subregion report will be used inform the preparation of africa governance report , this (xx) primary and current data are re- (xx) by the factual information provided in the (xx) segment all these three instrument together will provide a balance and complete future of (xx) governance in africa and this continent , the first one outcome from the out- er from the output from the objectives i i tell it to you (proved) one monitoring the progress in achieving good governance two identify the gap between the policy and the constitution and other legal (xx) and actual practices identify the (area) of governance as a result of particular poor or lacking identify the (transparency) need then five (showing) the country as (xx) and the best practice since contributing to the realisation of the objectives of NEPAD (xx) to the (conservating) good political and economic and cooperative government on african continent now we also look at the ways in which we can also achieve a good governance in developing countries one of the ways that we can also do to achieve good governance in developing country is that the constitutional reform has now been re- recognised to drive the process forward and even the capacity limitation across african countries , there is a certain basic ways in which the constitutional reform must do in strengthening the political governance in africa , i have made very good observation also and studied how other advanced country achieve good governance and thus in order to achieve good governance in third world country that is most relevant to africa one the administration and what and the public service we have to pay attention to (xx) of what the administrative and what public service then to strengthen the parliament (xx) because the parliament is the way in which the people that the (xx) brings them a true picture of what as citizens the citizens cannot what (xx) to move what the parliament and the third way promoting the participation decision making the people or the citizens have to participate in decision making process and the w- the fourth point is that (xx) effective measure to combat corruption and embezzlement it's (quite) obvious to find out that in africa priests even indulge in what at these malpractices like corruption imam does it er muslim (xx) everybody in general even children and all er listen what do you call it children er adult everybody engage in these malpractices , this fact gave me the focus that you must be taking a critical look in all of our discussion that is the fact to say that for the first time in post- internat- er independent africa african the africa (xx) themselves are pointing to the shortcoming of what constitutional structure of of which they present their (xx) institution and corporate (xx) particularly for being inferior in africa the elite to serve the narrow personal interest of (xx) these organisations , the result (xx) has been the lack of ability of the state to provide that represents institutional (xx) to support a good governance in africa . in too many african country both the public and the private sector do not operate according to the widely accepted rules (xx) and force institution to be accountable , with respect to the economic and cooperating government the objective here is to promote the set of (contracts) and (xx) the programme (xx) the quality of economic and public financial (management) as well as a good cooperating government , a good economics and cooperating government in is good for africa , country (xx) more investment and achieve higher rate of per capita growth (xx) the state improve setting basic aspect of performances and the state that apply to rules and policies predicted and fairly and surely order and rule of law and (xx) protect their property right whichever is confident and attract more domestic and foreign investment . generated (xx) and fast economic growth as well as providing sustainable development here we are talking about the law of (xx) looming at large that is those economic functions can be publicly dis- er classified into distinct category the first one is making and implementing economic policy two (xx) service three and showing accountability for the use of public resources and public (xx) power , in this (context) i recommend independent body to set as watchdog in these certain public and private duties a good governance is well (xx) in all sides in africa much has been observed (xx) and (xx) have been written about this (xx) effect and bad governance in africa , for the new era now there has been enlightened leaders who are aiming to reserve the (trend) the respect for human rights and democratic (xx) honest and good quality administration are protecting the right and the freedom under the rule of law and there are conservative values and applied to equal equal rights , the current president of south africa president er mbeki also argued quite convincingly that for example the africa which not realise the goals of good governance in all its element not because we set to improve our relationship with the rest of the world but first objective of (xx) government as it is but to end the political and economic mismanagement on the continent and (substantial) violence conflict instability and (denial) of democracy and human right (depending) on poverty and global marginalisation nonetheless i have noted here about that , the previous the previous component of good governance is also significant and function in sustainable development processes , with reference from 2002 human resource development good governance advantage sustainability development for three reasons first in the first we will enjoy political freedom and participate in decision making that will shape our life in fundamental human rights in africa where (xx) are not elected that is military regime or el- er are not elected by (xx) talk about libya uganda or rwanda where the elections are flawed but we're talking about zimbabwe because in zimbabwe elections are not normally conducted in fair way normally the government do er listen fraud in what in del- i- in the election , and this er this when the flaw there's a flaw or there's a government use er this military regime the choices of people are severely what limited and it is not what these people right is it it's not of human development and (xx) people it resorted in what conflicts , secondly good government would have to promote and protect the people from economic and political catastrophe that will (xx) farming and adapt prices (related) to war with regard to the bad government in africa it has resulted in famine killing of mass of people and have (xx) on moral decadence and robbery and what have you , not to mention a country like that i've mentioned already sudan liberia sierra leone and the rest in the long run these country may frequently suffer from famine due to the bad governance , thirdly good government would promote sustainable development but empowering the citizen to (influence) policy that would promote growth and prosperity which reflects (their priority) , now i would like to con- er conclude by saying that before africa can achieve a good government we have to base on certain principle , emphasises between (xx) together we raise standard of good governance in developing country and further have to (eradicate) bad government in developed countries not africa per se but the rest of the world where there is a less development , good government in development countries may seem to be distant thought for many like i (said) right now people who are here right now (what is) said about good government many people thought that (xx) africa but it is certainly making it present thought and this is in a form which is different from that (evident) in development countries , the growing use of information and , er communication technology that is ITC is (characterising) the information of knowledge in the society and that's providing the greater avenues to participate in the in their own decision making the transformation of (xx) is unique unprecedented in many ways and have poli- potential to (xx) those who have to have been marginalised , for decision making process the inhabitants of knowledge society would be more informed about the social economic and political processes which would affect them and would empower them to , to voice their concern and make informed decisions on how they would like to go- , how they want to be (governed) and by whom we are entering into the brave new world where there will be there will not be the leader who will guide the people but the people who will let their leaders to guide them furthermore the most powerful weapon on the (xx) public is what a public opinion that people should be given (xx) if you want to talk about what a good governance in africa in the gover- my country for example er it attained independence in er 1957 er to 1957 there had been a bad governance up to 19 er up to er 2000 until recently there we have a president call k- pre- president kufuor who is (nantu) focus not on what a (xx) economic stability and it is i think that if our work (were made) in most african country that if really you want to develop we should focus more on what (xx) economic what stability furthermore not to mention the (opinion) of such general for significant (xx) in developing countries , they they allow the user to (xx) restricted access to information that most education should be provided with what IT er that is er computer based information that is ITC but in ghana like this it's very difficult to get student in other places to use the facility mostly student have to pay for using what an IT and (xx) no other way for good governance <P:10> the (mode) of communication has to be (commonly) available (xx) faster efficient have ability to (xx) very individual in what in the society in theory every individual with access to ITC mode can get connected with information over (xx) and a few countries inside the (xx) communication (xx) which is to (xx) <P:07> and this doing this will ensure that africa a place on a better continent where people will not be er not focusing most on what development that when we talk of africa moves to that a good governance is actually (pertain in) what africa . so actually that is the end of my what discussion actually i wanted to do a powerpoint but er mhm time would not permit me to do so i think that is what i have for a good governance in africa </S15>
